 Eddie began his career in EMS as an EMT in Southeastern Kentucky and became a paramedic in 1994.  Before coming to KBEMS, Eddie worked for both standalone and fire-based EMS for over 25 years, gaining both field and administrative experience.  Eddie began his career at KBEMS as a field inspector where he was fortunate to travel the entire state gaining an appreciation for the diverse circumstances in the Kentucky EMS system.  He considers the relationships and experiences he gained as a field inspector to be invaluable in his role as the KBEMS Executive Director.​

 Wayne began his KBEMS career in September of 2023 after working for both standalone and fire-based EMS services for over 25 years.  He served various roles throughout his career before retiring as Fire Chief of the Frankfort Fire Department in January of 2023.  During that time, he gained considerable experience in pre-hospital patient care, EMS education, and administration and leadership.  He is a graduate of the National Fire Academy’s Executive Fire Officer Program, holds a Bachelor’s degree in Fire Service Administration, and served as a paramedic program coordinator during program accreditation.

 Bob provides leadership to KBEMS certified EMS education institutions, serves as staff advisor for the KBEMS education committee, and oversees the certification and licensure of EMS personnel and training centers.  Bob holds a Master s degree in Public Administration (MPA) from Kentucky State University and brings over twenty-five years of experience in emergency services encompassing fire, rescue, and EMS.  Prior to joining KBEMS in 2014, Bob was Regional Program Manager for the Kentucky Cabinet for Health and Family Services, Office of Inspector General, Division of Health Care.  As Regional Program Manger he oversaw several central office licensing operations, surveyor training, quality assurance, and life safety code inspections.  Bob is a licensed Kentucky paramedic and educator.  ​

 Doug oversees the processes and the data generated by EMS patient care reporting, licensing, et cetera for the Commonwealth of Kentucky.  After working in various trades for 10 years, Doug settled into a career in fire & EMS, where he obtained 25 years of experience as a firefighter and/or paramedic, before joining the team at KBEMS.

Morgan Scaggs, BHS, NREMT-PEMSC Project Directormorgan.scaggs@ky.gov (502) 764-1508

 Morgan Scaggs was born in Maysville, Kentucky, but spent much of her childhood in southern Ohio before attending Ohio University. Her EMS career began in central Ohio before moving to South Carolina where she worked in the Myrtle Beach area for 12 years. Morgan came to KBEMS and the KYEMSC Program Administrator position in 2011, which brought her back home, closer to family and the area where she grew up. She currently lives in Lexington with her son, who provides personal inspiration for her work to improve emergency medical care for children throughout Kentucky.

 Morgan holds a Bachelor's of Health Sciences, Clinical Leadership and Management, from the University of Kentucky and her work experience includes nearly 30 years in EMS with work in pre-hospital EMS, the fire service, hospital emergency department, critical-care transport, injury prevention programs, and EMS education. She has served as the Chair of the Pediatric Emergency Care Council for the National Association of State EMS Officials and represents KBEMS on many state and national committees and projects.

Bryan embarked on his EMS journey in 2012 and has since advanced to become an accomplished advanced EMT.  Throughout his career, he has fulfilled diverse roles, including educator, training officer, lieutenant, and dedicated advocate for public relations and community outreach.  In 2024, Bryan took on the crucial role of inspector/liaison with KBEMS, further demonstrating his commitment to the field.

​ Ray Chesney is from Monticello, KY and has attended EKU and completed Paramedic Training at Hardin Memorial Hospital. Ray became an EMT in 1991 and a Paramedic in 1995. Professionally, he has worked for numerous EMS agencies over his career including: Transcare, Ambulance Inc. of Laurel County, Knox County EMS, Jackson County EMS, Bell County EMS, Clinton County EMS, Wayne County EMS, and Somerset-Pulaski County EMS. Ray came to work for the Board of EMS back when it was still under the Cabinet for Health Services, EMS Branch. Ray's primary territory is Region 2.​

​ Levi began his career in EMS in 2009 shortly after joining Olive Hill Fire Department as a volunteer. He worked for various EMS agencies before finding his home at Carter County EMS in 2010. He obtained his Paramedic license in 2011 while working at Carter County EMS. After more than 10 years with Carter County, he went to work for Rowan County EMS until moving to the Kentucky Board of EMS. Levi's primary area is Region 3. ​

Office Staff

​ Samantha just recently joined the KBEMS staff as our License and Certification Specialist.  She previously worked for the KY Transportation Cabinet, where she spent 10+ years working in the Tax Branch for the Division of Motor Carriers.  She handled multiple types of licenses and assisted in numerous other projects for the department. Samantha is very goal oriented and driven to succeed at all she does.  She is excited to be part of our team.  Samantha resides in Lawrenceburg, where she lives with her husband and two boys.  She enjoys spending time with her family​​​.​

​ Angela joined KBEMS to serve as the Executive Staff Advisor, providing support to the board’s Executive Director and all organizational units within the agency.  Before joining KBEMS, Angela worked for the Kentucky Community & Technical College System where she worked in a variety of roles over 24 years, spending the last 16 in human resources.  Her work at KCTCS also included executive level staff administration, project and change management, and employee engagement.  During her time there she often served with the KBEMS staff on several HR-related projects, so she is no stranger to KBEMS.  Most recently, Angela worked for the Kentucky Cabinet for Health and Family Services, Office of the Secretary, Department of Human Resource Administration, as a Human Resource Specialist III.

 Mark was born and raised in Frankfort, Kentucky.  He graduated from Frankfort High School and attended Saint Catherine College.  He finished his Computer Science degree at Kentucky State University.  Mark began his KBEMS career after 9 years with the Kentucky State Police.  He assists Doug Taylor in IT-related issues.  He is also responsible for helping analyze and report EMS data.

Legal Department

Raleigh began his career in EMS in 1999 as an EMT for a rural EMS system in Kentucky and became a Paramedic in 2004.  He served various roles throughout his career, including EMS Director, Fire Chief, Deputy Director in Emergency Management, and Deputy Coroner.  Raleigh began his career as a field inspector with KBEMS in 2020 and now serves as the staff Investigator for the Board.  Raleigh has an associate degree in Emergency Medical Services and is a certified Inspector/Investigator through the Council of Licensure, Enforcement, and Regulation.​
